Why, when PDBA PHISH is set to 1 annual limit being ignored?

This is with PDBA set up in JDE 9.2 payroll, Retrieve PDBA System Flag (PHIST) P05001C is set to 0 which sets it to look at the PDBA. We have some that are set to 3 which are okay and follow the rules and stop calculating when the limit is met but if they are set to 1, the annual limit is ignored and it continues to calculate. We tested to see that 2 also will respect the annual limit and stop calculating. This is for Canadian Payroll. Are others experiencing/reporting this issue?
