How can we do concurrent State and Federal Extended Absences?

We want to track both State and Federal/Company Leaves that have overlapping dates - for example, both leaves have same start/end date (aka concurrent leaves). We keep getting a hard stop when adding the Absence Event. See screen shot below.

Currently on HRMS 9.2/Tools 8.59.23 on PUMS 47, but only using Extended Absence module to track leaves; we do NOT use the Time Off portion of EA.
