Can we allow Duplicate Tax Registration Numbers for the same Party only?

We have a third party that is a customer and also a supplier. To allow the AR Customer and the AP Supplier to have the same Tax Registration Number we are looking to tick the 'Enable Duplicate Tax Registration Numbers' at the EBTax level.

However, even with this option enabled, we still want to control the use of duplicate tax registration numbers for supplier or customers that are NOT the same party. IE - when creating a new Supplier the Tax Reg Number would throw an error or warning if that number already exists in the system against an existing supplier.
