Import Standard PO program is failing with Error: Generation of Accrual Account failed.

Version: Oracle Applications : 12.2.11

I am doing Standard PO conversion in lower environment but when trying to process the interface tables data through standard PO import program , i am getting below three errors for same distribution line. just to test i have tried hardcoding the valid charge account id, accrual account id and variance account id but still getting same error.

Error: Generation of Accrual Account failed.

Error: Destination Type (Value = EXPENSE ) is not a valid destination type.

Error: Accrual Account (Value = 0) is not a valid accrual account.

Can someone please help to understand what is going wrong here?

Note: PO creation from Front end is working fine with same same charge/accrual/variance account ids.
