New Organization not visible in Item Master

I created a new Inventory Organization in Inventory using the canned Inventory responsibility. I can assign items to the new Org as long as I am in the canned Inventory responsibility. We have created a responsibility for the users to use that does not have the Set-up functionality. When I use this responsibility, I cannot see the new Org. What am I missing in my set up that would not allow me to see the new Org?
