Oracle Solaris Cluster 4.4 failed to install in Solaris 11.4 (SPARC)

Oracle cluster in Solaris 11.4 SRU11.4.76 is failing with below errors:

root@osc-node1:/# pkg install ha-cluster-full

pkg install: No matching version of ha-cluster/group-package/ha-cluster-full can be installed:
Reject: pkg://ha-cluster/ha-cluster/group-package/ha-cluster-full@4.4-0.21.0
Reason: No version matching 'require' dependency ha-cluster/group-package/ha-cluster-incorporation can be installed

I downloaded the osc-4_4-repo-full.iso and mounted to use it as local repo as below:

root@osc-node1:/# pkg publisher
