Diameter Event Record (accounting)

According to the documentation, I can set a trigger for generating Event records. The parameter "generate-event" in account-config can be set for that.
However, leaving this parameter blank, does not prohibit the Session Router from generating Event records.
Generation of Event records for unsuccessful session attempts is apparently not controlled by this setting, although this is not mentioned in the Accounting-guide as such.
