Managing Block Change Tracking after 19.21

Oracle Enterprise 19.24 on OL8

I came across a note that states that parameters related to block change tracking should be removed after 19.21.

How to Manage and Evaluate the Block Change Tracking Benefits (Doc ID 2821967.1)

This document does not apply to Oracle Database Releases 19.21 > or 23ai, development recommends removing any BCT tuning parameters when on these releases.

Is there documentation explaining the changes after this version? Does 19c now manage these parameters dynamically or something?
