After ship confirm, Concurrent Managers have status is "System Hold, Fix Manager before resetting c"

Hi All,

I active some Concurrent Managers then Actual and Target column value is "1", Status value is blank. But after ship confirm a sale order, Concurrent Managers change Actual and Target column value is "0", status value is "System Hold, Fix Manager before resetting counters".

Please help me know reason.
