Prorated DBA Calculation in 2nd period payroll

Our HSA Employer Contribution contributions had prorated calculations in our second period payroll. I trying to figure out if it's an issue with my DBA set up?
First Payroll of 2025 with a January 3, 2025 check date (work dates: 12/14/2025 to 12/27/2024) calculated the dbas correctly for all employees enrolled. The second payroll of 2025 with a January 17, 2025 check date (work dates: 12/28/2024 to 1/10/25) prorated the dba calculations on certain employees. See attachment for more detail* One employee it only calculated the dba for the two work dates in December and not anything for his January dates. Another one only calculated the dba for the work dates in January and not for the work dates for December.
