Remove Sales order after Cancel Line

For an order with an hold code in the header (F4201) and with 4 closed lines (accounted) if the last line is canceled (status 980-999) the hold code is not removed from the header.

In a situation where all lines of an hold order are canceled at the same time the hold code is removed from the haeder.

Is this this functionalty as designed?

For our customer is important to have the old code removed if order linse are all closed (canceled or accounted) due to this statistics.
