Two BPA's for same item, two OU's, BPA's won't automatically create releases

EBS 12.2.13:

MRP: Default Sourcing Assignment Set populated

Two Global BPAs created and approved for same item for two separate operating units. One the first OU, we have multiple orgs where an inventory item could be ordered. On the other OU, there is only one org where the item could be ordered to.

Our sourcing rules and assignments generate to the default inventory item org for each OU.

ASL record for the item or the category matching the item or category on the requisition line, supplier and site match the BPA supplier and site and match the ASL
