9.2 eProcurement Direct Connect Kicks Me Out to Login Screen When I Submit Order

Note: This is my development environment and I am not using SSO.

eProcurement 9.2 Image 43 Tools 8.59

I am connecting with Staples and everything seems to be straightforward with the setup. I go to Create Requisition via Fluid > Web Suppliers > Staples

I place my order, and I get kicked out to the login screen. When I log back in, it takes me straight to the Create Requisition fluid page with an error "Transform Failure. Check error log." I am not seeing anything in my logs to tell me whats going on. I tried this in classic with the same result, except it takes me to the shopping card to submit order but my cart is empty.
