JDE 9.2 - P4205 Ignores Neg Inventory PO, DOes not Update F41051 for Avg Cost

JDE 9.2

Using average cost so set the P4205 to not allow inventory to go negative - on the Proc Options Edits Tab

1 check availability

2 Ship Negative on hand

3 Prevent over ship are all set to 1 which should block it

THe P4205 is used twice in the process 1st to set ship date then to confirm shipment and neither version is preventing the transaction from processing

I am also not getting updates in the F41051 avg cost update eventhough UDC 40 AV has both the P4205 and the $42800 in the list.

Q: If the P4205 shipconfirm removes the inventory do I even need the R42800 on the list as it should be the same transaction
