How to migrate a 19C dataguard env from RedHat7 to RedHat9?

I have a data guard environment running on 19CR24 enterprise edition and RedHat7.

I have been tasked with moving these databases, the ppal and standby, to other servers running RedHat9. The databases are 4.5T each.

Where do I start?
