Huge load app drop Web service

Hi, we need help to resolve this issue, recently web service drop, after restart work fine, but the issue here with the error log "OutOfMemoryError: GC overhead limit exceeded"

how do I know the end user hege or heavy load to drop web service?

how do I noticethe end user task or app used to load java Mem and drop service?
