Payables accounting should happen even the Invoice on system hold?

Hi Folks,

I would like to know does system allow create accounting when System hold as Quantity received exceeds quantity billed ? even we setup tolerance limit ?

As per my understanding this is not possible as Accural amount balance impact will be there so please confirm?
