Creating a PDB standby while Primary is NON CDB - 19c

A quick question we wanted to clarify

Can we create a standby database that is a PDB while the Primary database is a NON CDB?

We have a non-cdb 19C database (NCDB) about 1 TB in size running on older hardware that we are planning to migrate to a new hardware so what we were thinking was to

1. Create a standby database (PCDB) on the new hardware, but as a container db
2. Switch over to that standby during migration and make that (PCDB) as the Primary DB
3. Remove the NCDB from standby configuration
4. Create a new Standby (SCDB) on new hardware using PCDB as Primary
