Student Permissions

We are observing behavior with student permissions that are not as we expected, perhaps we are confused on how this should work. When going to the navigation (Financials> Charges and Payments> Assign Student Permissions), not all student permissions are appearing on the page. With one example student, I see two listed permissions on the page, but I see five permissions if I directly query table PS_STDNT_WAVR_FORM. The 5 permissions are all valid and active, so why might they not display on the page navigation? Any insight would help. Thank you!
