Best Option for utilities Bills

Using: PeopleSoft FS/SCM 9.2, upgrading to PUM 52. Tools 8.58, upgrading to tools 8.61.

TLDR: what is the best option (e.g., blanket po, recurring voucher contracts) etc. for modeling utilities bills?

We have some suppliers (e.g., utilities - electricity, water) where we have a monthly bill, but don't know until the bill comes exactly what the amount will be.

What alternatives if any would be good to just manually creating requestions/pos/vouchers for each occurence?
