Blocking inventory on receival

We have a problem in JDE 9.2 where we receive any new inventory into our R location in our warehouse temporarily before it is put away in our racking/replenishment locations, and this inventory immediately becomes available for ordering.

ideally our R location would be on hand inventory, but this inventory would not be available until it has been put away.

This feels like it should be a common need, and we probably have something misconfigured with our R location. Any guidance on this is appreciated.
