Disabling users during fiscal year-end rollover

Working with JD Edwards EnterpriseOne. 9.2 series.

I have inherited this system from a former employee who unfortunately passed recently, so some institutional knowledge was lost - and I'm trying to close the gaps.

Our fiscal year-end is coming up, and our finance team is asking to lock out all users during the rollover activity.

It's been suggested that we just trust out users to not log in during the rollover period, but there's evidence (and shared recollection..) that we have locked out most staff during the requested period.
