JDE Rate Schedule Issue calculation errors

Steps
- Create rate schedule for item with 2 items in BOM
- Attach Parts list and quantities are incorrect
- instead of saying I can only create 4 items for this quantity it seems to be multiplying the quantity
Rate Schedule 0rder 100lbs
Item a = 24 lbs
Item b 1 ilb
Expected output 4 completions
instead getting item issues for
Item a 2400 lbs
Item b 100
Primary Unit of measure lbs
any insight on direction to look is appreciated
