'Debrief' button is not enabled on SR form for newly created task.

Hi All,
We are on 'Oracle Applications : 12.2.10'.
{attachment removed by admin}

(i.e. 'Battery Services'). For other tasks (which are already defined), 'Debrief' button is enabled and HTML debrief page is opening for them.
Find attached screenshot of 'task status' and 'SR form'.
