ACA Transmission error - invalid or outdated XML namespaces in the Manifest file

We received the message below when we tried to transfer our ACA file to the IRS. The manifest file was generated from PeopleSoft so I would expect the file to be correct. Any idea how to fix this?

[TPE1101] Our system detected invalid or outdated XML namespaces in the Manifest file. Please review the XML standards outlined in Section 3 of Publication 5258, AIR Submission Composition and Reference Guide, located here, correct any issues on the Manifest file, and try again.
