Changing a Beneficiary to a Dependent in Self Service and impact on Qualified Dependent box

PeopleSoft version 9.2 PUM 46 or image 46

Should the Qualified Dependent box automatically be checked when an employee changes an existing beneficiary to Dependent or Both through Self-Service?

Currently the Qualified Dependent box is automatically checked off when an employee adds someone new as a dependent, but not when changing an existing beneficiary to a dependent.

We are not using the Depn Qualification requirement with document upload.
