Apply additional cost amount to cost and transfer cost on a SI order

Is there an option to have an % or fixed amount added to the cost of a SI sales order?

Today there is a need to have a value added to the cost/transfer cost of a sales order when the quantity of the order is less than 250 pieces.

Let's say that the header business unit is ordering 50 pieces to the details business unit. The detail business unit will charge a fee of $250 dollars because their order don't meet the minimum order value. If they order 300 pieces this fee won't be applied.

I would like to know if similar to price, where we can apply rules under the advanced price module, if there are options to do the same with the cost field for the example illustrated in the scenario above.
