Requisitions tied to Agreement are not auto creating PO's

Earlier, something happened with our Workflow mailer where we had to re-create WF queues and reset GSM.

Now approved requisitions that are tied to contract agreements are not auto creating purchase orders. When we look in status monitor, it is stuck in background process deferred.

I looked at" Requisitions are Not Automatically Autocreated into Purchase Orders (Doc ID 357432.1). " but I'm not sure if making this change will affect all requisitions (as in requisitions that are not linked to agreements)
