Lockdown Job data based on effective date not being in current payroll being processed

I'm currently working on implementing fluid job data. If job data is locked down through hcm lockdown framework, I receive the lockdown message on the validate step in fluid job data.

I'm trying to lockdown job data based on effective date of the transaction. If the effective date is not in in the current payroll being processed or a past payroll period, it should allow entry into job data. Has anyone been able to find a way to do this with the new lockdown framework?
