Can Movement Statistics (Intrastat) Generate Arrival Transactions for Internal Drop Shipments?

We are on 12.2.11: Multi-org supply chain customer with legal entities throughout Europe. Goods may be sourced for (intercompany) customer sales orders either from an LE's local warehouse, or from a warehouse in another EU-member state belonging to a different LE. For example, Sales order placed in a Netherlands OU (NL LE), goods sourced from a warehouse in Germany (German LE) and shipped to a customer in the Netherlands.

For Intrastat, I can set up parameters for the German and Dutch LEs and the movement statistics processor will create movement records for the sales order issue (dispatch) transaction. However when it is run for the Netherlands, it doesn't create anything. Ideally it would create movement records for the arrival transactions in NL.
