Personalization ECC FIlter Access

I would like to know if it is possible to restrict access to certain filters for specific users in Oracle ECC. Specifically, I want administrators to lock certain filters, such as Cost Centers, so that end users can apply other filters but cannot modify the Cost Center filter in the standard dataset.
