Budget checking and not monetary approval

I need budget checking and not monetary approval for this reason I have put moterary approval from 1.000.000 €.
Ι have available budget 10.000 €
Ι enter a requisition wit 500 € and the requisition automatically is approved.
Then I enter requisition with 20.000 €. The requisition was put on hold.
The Budget approver releases it but the requisition needs monetary approval
