Can't download Patch 36551493: ORA-28576: LOST RPC CONNECTION TO EXTERNAL PROCEDURE AGENT

Trying to download the Windows version and am getting this error after clicking download and the window pops up showing the filename, I get this error after clicking the filename to download it:

400 Bad Request

Request Header Or Cookie Too Large

Is it just me?
