How to book sales orders and then keep them on hold while enabling Credit Hold at Customer Profile

When credit hold is enabled at customer profile level, all sales orders entered are on hold immediately after entering and system does not allow us to book them unless hold is released.

Requirement is to book sales orders and keep them on hold after booking while keeping the 'Credit Hold' flag (Not credit check flag) enabled at customer profile level.
