Is there a security setting limiting access to Project Publication checkbox

Version 22.6 added Enable Project Publication in P6 Professional. Is there a security setting that limits user's ability to check the box if this is enabled?

Looking through the settings, I can't even find on that controls who can run Publish Projects.
