Can the ability for benefits administrators to generate notifications for open enrollments and life events be implemented without implementing Notification Composer?

We would like to implement Bug 37279205, “The ability for benefits administrators to generate notifications for open enrollments and life events delivered in Image 51, without implementing the full Notification Composer Component. Oracle’s documentation stats that if we want to be selective and only apply notifications that apply to specific functionality, we could, but I can’t find documentation on how to implement Bug 37279205 with Notification Composer. Is/are other Bugs in addition to 37279205 we will need to implement? We are not ready yet to implement the full functionality of Notification Composer. Thank you.
