DR Switchover status

Hi

I am migrating databases from on-premises exadata to Oracle DB@Azure exadata by using ZERO Downtime.

i see that when the data guard is created using ZDM - sync is perfectly fine. However, i see that SWITCHVER_STATUS "NOT ALLOWED". if this is either to standby or primary - we can perform the switchover and switchback. What could be the reason here?
