End Dated/ Disabled Value Set Values not appearing in the DFFs

We have a Flex value set with Flex Values like this ('xx1','xx2'). These Flex values are being used in DFF of a standard table for last two years.

Now there is a policy change, and business want to introduce new values ('yy1','yy2'). If we disable the value set values for XX1,XX2 and added the new ones, then for the future transactions, it is going ok. But the history transactions are not showing properly. If we open an year old transaction, then it is not showing any value.

Have any one encountered this ? is there a solution for this ? History record should still show the disabled values. But future transaction should show only enabled values.
