Optional Characteristic in Random rule

What is the expected result of using an optional characteristic in Random Rules? When I use a required characteristic, the locations that match that characteristic are added to the F46821 under the random rule. What happens if we have a required and then an optional characteristic associated with the random rule? Thanks.
