Is it possible upgrade oracle rac standby database 12c to 19c and after that activate this RAC?

We have a primary database on Oracle RAC 12c and we have a standby database on Oracle 12c, but I need to upgrade the standby RAC and then activate it as primary and then upgrade to 19c of the other RAC.
