First Approver Reject the resignation but the secondlevel approver isnot being notified in bell icon

If emp submitted his resignation, the first level approver(Line manger) rejects the resignation then the second level approver(HR) is not getting notified in his bell icon.

Similarly when emp submits resignation and after first level approver approves if the employee withdraws, then the first level approver is not getting notified as "withdrawn" in his bell icon.
