Filtering by WBS in a Scenario

I added a WBS element to the project which has 0 activities in the "Current Schedule." I set up a scenario and added activities to that WBS element.

In the scenario, I built a filter for critical activities and also the WBS element. Strangely, I can not filter by that WBS element. It is almost as though because there are no activities in the Current Schedule, OPC is not recognizing that there are activities in the Scenario to filter.

Is this a software error, or a user error?
