Why are components of configured finished goods relieving out of multiple WIP locations?

We currently have our finished items assigned a production area and also a work center. The production id looks correct as does the bct_dtl records. The issue we are seeing is that we switched everything to a different WIP location but sometimes it still pulls out of an old WIP location. Since it is at random I am not able to recreate at will so have not been able to get a trace. Looking at the code for SFPDCDRV it looks like it should pull the WIP location from
