Cannot start service on standby after it was created and started on primary

In a RAC 19c database, I created a service on both primary and standby. I started the service on primary but I am not able to start it on standby. I'm getting errors:

PRCD-1133: failed to start service JOHN on database DOE. CRS-5017: The resource action "ora.doe.john. start" encountered the following error:

ORA-44304: service JOHN does not exist. ORA-06512: AT "sys.dbms_sys_error", line 86

ORA-06512: at "SYS.DBMS_SERVICE_ERR", line 23

CRS-2674 start of 'ora.doe.john.svc' on 'node-name' failed
