Oracle Enterprise Session Router Licenses/Sessions

Product: Oracle Enterprise Session Router

OS: Acme Packet Net-Net OS VM SCZ9.3.0 Patch 3 (Build 147)

Provisioned Entitlements:

Session Router - Session Stateful Base : enabled
Session Capacity : 25
Accounting :
Load Balancing : enabled

In the sip-config section we have operation-mode like transaction mode.

we have checked with "show sipd agents" or "show sipd groups" that sometimes the number of sessions are greater that the Session Capacity configured and the calls are not rejected.

How works the licenses/sessions works in transaction mode?
