Work Order Routing dates not taking into account branch plant calendar

On a work order routing have queue hours set to 35 for a work center. It sets the dates and takes that into account but does not appear to be using the branch plant calendar and ignoring weekends.

Item is set up as Variable and has leadtime per unit set as 14.13

Any suggestions on what setup to look at that might be missing.
