Applying GI 19.25 on 2-node RAC if one node is down

We have 2-node RAC oracle database enterprise edition version 19.15. Currently one of the nodes in the cluster is not available (server is down) due to some OS issue.

We are waiting to apply GI release update but due one to unavailability of one node we are struck. We are in a thought that we might face issues if we apply as it is production and GI RU includes some cluster updates.

  1. Can we apply GI release update 19.25 on the available node ?
  2. Shall we bring up the other node and then apply ?
