Customize message BI_XMLBURST

We used to have our Invoice email message customized and point to a different message set 207016 instead of the delivered 7016 so that we could send a customized message with the invoice when BI_XMLBURST fires off. For some reason in the version we are going to it doesn't seem to populate the email with the message we want. It uses the delivered message. We are going to FSCM 9.20 pi 52 Tools 8.60.19. I can see there are peoplecode changes to how it all works in this version and the table PS_BI_EMAIL_LOG has the right
