Siebel Loyalty Member creation without Dominant Tier

Hi we had an issue with Members created without Dominant Tier and due to this the PR_DOM_TIER_ID is NULL and member is not visible in GUI.

Few days earlier we changed Tier names (not properly changed in all needed places), so due to this the MemberCreation flow is not complete. Members are created, but not with a Tier. So not visible in GUI.

There a around 500 members and we need to fix the Dominant Tier (probably LOY Membership card ) entry also. I tried to search for the trigger how the Tier is getting created when a new Membership created, but did not find any clue.
