Block calls From/To

I am sure people have asked this before, but in my quick search did not find anything.

Looking to block calls From and To. Reason: We have been hit with a lot of 'spam' calls form a particular area code into a particular office. what I want is to block calls :
From: +1855* To:+813*

This is a 'sledgehammer' approach and I would only enable for short periods.

Anybody got any suggestions.
Should have said. Running ESBC 9.2 on a 3950
Also have EOM and Fraud
